Lupe Leal is a Science and Technology Analyst in International Cooperation at the National Council for Scientific and Technological Development (CNPq), Brazil’s national state funding agency for science and technology. With extensive experience in public policies for STI, he coordinates multilateral and bilateral initiatives that bridge research excellence with global societal impact, with a special emphasis on cooperation with Latin America and the Caribbean, BRICS, and CPLP countries (Community of Portuguese Language Countries). His responsibilities include designing, negotiating, and managing international partnerships and funding mechanisms to advance scientific research and innovation. At CNPq, his work centers on strengthening global research networks, fostering co-creation, and enabling implementation-oriented scientific collaboration.
