This session focuses on the operationalisation of impact licensing through the establishment of a network of Technology Transfer Facilities for Impact (TT4Is). It will introduce the concept of impact licensing and define the role of TT4Is as independent brokers that facilitate the transfer of technologies to societal markets while ensuring balanced value creation for both licensors and licensees.

The session will explore how TT4Is enable the valorisation of science, technology, and innovation by translating research outputs into scalable, impact-driven solutions. A key focus will be on frugal innovation and how adapting technologies for resource-constrained environments can generate reciprocal benefits, including improved efficiency, new applications, and additional intellectual property.

A dedicated component of the session will address the certification of brokered impact licensing agreements. TT4Is will actively seek certification to ensure that agreements meet recognised standards for ethical integrity, legal robustness, and measurable societal impact. The session will explain how this certification process works in practice, including the use of structured tools and quality labels, and how TT4Is can apply these in their brokerage activities to enhance transparency, trust, and accountability.

Speakers from at least two TT4Is, including USIMP, will share practical insights and experiences. In addition, Fraunhofer Institute (tbc) will present a case study illustrating how leading research institutions can leverage impact licensing to expand the societal reach of their innovations.

The session aims to foster dialogue on building a coordinated TT4I network, strengthening partnerships, and creating sustainable pathways for impact-driven technology transfer.
